Impact Analysis: California’s Oil and Gas Workers

California’s ambitious climate goals, supported by state and federal investment, will create enormous economic opportunity over the coming decades. To meet the 2045 target of carbon neutrality, a 100% clean electric grid, and a 90% reduction in oil consumption and refinery production, the state will need to modernize its electrical grid and build storage capacity to meet increased demand for electricity. Carbon management techniques, plugging orphan wells, and the development of new energy sources such as geothermal will all come into play, providing economic opportunities to workers and businesses alike. Reducing use of polluting fossil fuels will likewise result in significant health benefits to Californians, especially to communities disproportionately burdened by polluting enterprises and proximity to freeways.

Supported by state investment and federal funding through the Infrastructure Investment and Jobs Act and the Inflation Reduction Act, the actions necessary to tackle the challenges of climate change are projected to create 4 million new jobs in the state. California is investing in developing the clean energy workforce, with an equity commitment to recruit and train historically disadvantaged and under- represented communities.

Decarbonizing the economy and accelerating the adoption of clean energy is necessary if we are to preserve a habitable planet. Progress to a carbon neutral future is already well underway in the state. Wind and solar power are less expensive than natural gas or coal powered electricity. A large majority of Californians are concerned about climate change and support action to address its impacts.

However, as with all sectoral economic change, some industries will grow and thrive, while others will shrink, leaving some of their workers behind. Labor unions and trades groups are rightly concerned that workers are not forced to abandon skills developed over their careers and thrown into an inhospitable labor market with no support.

Thus, a key challenge in meeting California’s climate action goals is to devise a fair, equitable, and empirically-based policy to provide support for workers at risk of unemployment and income loss as many factors combine to reduce demand in state for oil and gas products.

Unions and Climate Activists Find Common Cause in Opposing Airport Expansion

“Are you scared you’re going to lose all your jobs ’cause there will be no planes?”

The audience chuckled at MSNBC host Chris Hayes’s first question for Sara Nelson, international president of the Association of Flight Attendants, at a March 2019 special on the Green New Deal. Nelson, an ardent climate advocate, dismissed the notion out of hand: “We still have to get around.” The real threat to flights, she insisted, is an increase in extreme weather events. It is climate inaction, then, that could keep planes from flying, rather than climate action.

Across the Atlantic, the messaging is notably different. Environmentalists across the U.K. and France have campaigned against airport expansions, and the Swedish language now has a word (flygskam) for the climate shame felt by those who fly. In August 2019, Swedish climate change activist Greta Thunberg chose to ride a boat to New York to reduce emissions and draw attention to the crisis.

So, will we have to keep any airplanes on the ground? The answer is complicated, depending on how quickly certain technologies become widespread, how willing we are to tolerate financial and environmental costs of jet fuel alternatives, and whether we aim to eliminate greenhouse gas emissions entirely or merely reach “net-zero” emissions (in which scenario we would continue to emit, but attempt to offset the climate impact through carbon capture and storage).

But there is a growing consensus that even in technologically optimistic scenarios, some constraints on demand will be necessary to curtail the expected growth in flights over the decades to come. Many climate activists argue that because these technologies are uncertain, we should start reducing flights as soon as possible. And some early indications — such as an ongoing union-led fight against an airport expansion in Los Angeles — suggests that the climate movement’s most powerful ally against rampant growth in air travel may be labor.

Few demonstrators at the Los Angeles International Airport (LAX) during a September 14 rally held greenhouse gas emission foremost in their minds as they decried the proposed expansion. The 50 or so protesters — most wearing the shirt of either SEIU United Service Workers West (SEIU-USWW) or Unite Here Local 11 — were more vocal about issues such as health care, wages, and the impact of air pollution and traffic congestion at their jobs and in their neighborhoods. The two unions, representing thousands of food, custodial and passenger service employees at the airport, were joined by Sunrise LA and other community and environmental groups outside a meeting of the Los Angeles Board of Airport Commissioners (BOAC).

An SEIU-USSW press release argues that the current plans to expand LAX “ignore the needs of workers at the airport as well as those who are most impacted by it: nearby neighborhood residents,” but they do not oppose the expansion outright. Instead, the labor groups want to see a community benefits agreement — an enforceable contract between the airport and community groups that allows workers and residents to provide substantive input, ensuring any airport development respects economic and environmental justice. If this demand is not met, SEIU-USWW President David Huerta tells Truthout, the union “could transition into direct opposition.”

Any solution must ensure worker voices are heard, says Sunrise LA spokesperson Josiah Edwards. Airport employees kept LAX running through the pandemic for inadequate pay, and already bear a heavy environmental burden. That they are not invited to the BOAC’s closed-door meetings is “a clear instance of environmental injustice,” Edwards says.

LA County Board of Supervisors Passes Historic Measure to Begin Phase-Out of Oil Drilling

Los Angeles, CA -- Today, the Los Angeles County Board of Supervisors voted unanimously in support of a measure to begin the process of phasing out oil drilling on unincorporated Los Angeles County land. There are more than 1,600 wells in unincorporated LA County, with the majority located in the Inglewood Oil Field, the largest urban oil field in the country.

Today’s vote puts LA County on the path to being the first in the country to ban and phase out existing drilling. The Board also voted to create a program to ensure that wells are properly closed and cleaned up, and to expand the county's task force focused on a just transition for fossil fuel workers and communities. 

Culver City voted in June to phase out oil production and require the cleanup of well sites in the city’s portion of the Inglewood Oil Field within five years. The City of Los Angeles is also working on developing its own policy to phase out oil drilling.

Environmental justice, climate, faith, labor, and public health groups have long called for an end to neighborhood oil drilling in Los Angeles, citing serious health risks for nearby communities and the need to stop fossil fuel extraction to avert the worst of the climate crisis. Ahead of the vote, groups submitted letters signed by 150 organizations and more than 4,000 petitions and comments to the Board urging them to protect Los Angeles communities by supporting the phase-out of dangerous oil drilling. 

“We have an opportunity and responsibility as the home of the largest urban oil field in the nation to lead by example in creating an equitable path for phasing out oil drilling. Collectively, the motions that passed today center the needs of the communities and workers most impacted by oil drilling and build on Los Angeles County’s momentum in fighting climate change and sunsetting oil and gas operations,” said Supervisor Holly J. Mitchell. “I applaud the Board for continuing to move LA County forward on this critical issue and the countless advocates that have helped get us to this point. Our work is far from done but this is a promising step for environmental justice.”

"Responsibly phasing out oil drilling and cleaning up old wells is critical to ensuring we protect public health as part of a just transition in LA County," said April Verrett, President of SEIU 2015. "We applaud the Board of Supervisors for taking this historic vote, and hope that it can represent a model for the rest of the state to protect both workers and public health."

Turbulence Ahead: What LAX’s Expansion Means for the City of Los Angeles’ Legacy on Racial Equity and Environmental Justice

Right now, Los Angeles International Airport (LAX) is charging ahead on an expansion project of a scale not seen for decades. Los Angeles World Airports (LAWA), the organization that owns and operates LAX, quietly released a draft Environmental Impact Report late last year that reveals a project with a host of alarming implications for communities near the airport. If the City of Los Angeles and its elected officials are serious about leadership on environmental justice and equity, resolving the issues presented by this project will be critically important.

As it stands, the proposed development is poised to worsen traffic in an area already infamous for it, expose thousands of new residents to the noise of one of the busiest airports in the world, and intensify the air quality impact of a facility that is already a statewide leader in air pollution. Worse still, these outcomes are set to be concentrated within Black and Brown communities near LAX that already grapple with a longstanding history of environmental racism—communities that have suffered disproportionately from the health and economic fallout of the COVID pandemic.

LAWA’s current approach signals that the airport is not only failing to adequately protect the community from the consequences of LAX’s largest expansion in decades, but is, in effect, concealing the real, long-term effects of that expansion as it rushes toward approval as early as this year. The City of Los Angeles, LAWA, and the airlines that will occupy the new terminals have an obligation to do better and ensure that this project is carried out equitably, that it will not become another sad chapter in the story of environmental injustice in South Los Angeles and the continued exploitation of essential workers as the city emerges from the pandemic.

In this report, we take a deeper look at the proposed development and what the draft Environmental Impact Report does and doesn’t reveal about the consequences of LAWA’s plans for the airport. We will contextualize this project and what it means for workers, families and communities—particularly communities of color—as well as the direction of the City of Los Angeles as a whole. Finally, we will lay down a foundation for how the airport can approach this project as a real, positive opportunity for the region, and not a cautionary tale of corporate greed and bureaucratic complicity in the making. In the coming years, the City of Los Angeles will prepare to host major events—the Super Bowl, the 2028 Summer Olympics, the World Cup—and enjoy global attention. It is critical that the city and its leaders take every opportunity to be a leading model for an equitable and just economy. With the whole world watching, showing how LAX’s development can be done without harm to communities of color will be an excellent place to start.

Reimagined Recovery: Black Workers, the Public Sector, and COVID-19

This report highlights the validity of public sector work as a solution in the response and recovery to the Covid-19 pandemic on Black people across communities in Los Angeles County. Covid-19 disproportionately impacts Black workers and communities. History shows that even once a disaster is over, Black workers and Black people across communities continue to disproportionately feel its impact far longer than other communities.

Through the most recent government data and relevant literature, this report demonstrates why and how public sector jobs should be a tool used to address the Black jobs crisis and the recovery from Covid-19, particularly in Los Angeles County.

Nurses join with partner environmental groups to demand climate justice now

More than 1,200 California Nurses Association/National Nurses Organizing Committee registered nurses, environmental and healthcare activists, and students on Dec. 3 marched and rallied in Los Angeles to demand that the world’s leaders, now convening in Paris for the United Nations Conference on Climate Change, adopt a binding and enforceable climate treaty, commit resources to fund the transformation to clean, renewable energy including a just transition program for those who now work in the fossil fuel industry, and call on wealthy, developed countries to provide resources for the less-developed countries to act on climate, with funding coming from a carbon tax and the Robin Hood tax.

“I’m a registered nurse and our planet is my patient, and it is on life support,” said Malinda Markowitz, RN and a CNA/NNOC copresident and vice-president of National Nurses United, to the crowd assembled in downtown Los Angeles’ Pershing Square. “As nurses, we see the health consequences from the effects of pollution created by fossil fuels. We deal with the human fallout of climate injustice. Enough is enough. As nurses we know we must respond by giving care and by protest, protest, protest! We will never stop protesting.”

In a march leading up to the rally, nurses chanted “No more Chevron, No BP! Energy democracy!” and “Hey hey! Ho ho! Fossil fuel has got to go!” As they crossed the 110 freeway, they dropped a banner from the overpass that read, “Last exit ahead. Climate action now!” to underscore how dire the crisis has become.

The public health dimensions of the global climate crisis are extensive and far-reaching, nurses say. According to the World Health Organization, more than 8 million deaths worldwide are directly attributable to air pollution, primarily from the burning of fossil fuels and lack of access to clean energy. Infectious and vector-born diseases, such as malaria, dengue, yellow fever, and Lyme, will spike as temperatures increase. Further global warming and climate change will magnify the already catastrophic health impacts of: fossil fuel pollution, hunger and malnutrition due to desertification and devastation and displacement from severe weather events and sea level rise.
