The Green Revolution Will Not Be Painless

In 2006, James Feldermann got hired as a trainee at a refinery in Martinez, California, in the Bay Area. It was hard work, with 12-hour-minimum shifts, but Feldermann came to excel at it. He learned how to isolate pipes and vessels, load railcars with molten sulfur and ammonia, and helm an industrial control panel. In time, he rose to the position of head operator at the Marathon Petroleum site. The job paid well, and he enjoyed it. He expected to stay until retirement.

On a Friday afternoon in July 2020, Feldermann was abruptly summoned to an all-hands Zoom meeting. While some of his colleagues struggled to get the audio to work, Feldermann received a phone call from his union representative. “I didn’t actually hear management tell us that they were laying us off,” he told me. The plant was being shut down, as the rise of work-from-home and the spread of electric vehicles depressed Californians’ demand for gasoline. Feldermann and his co-workers would be out of a job in 90 days.

The United States is embarking on an epochal transition from fossil fuels to green energy. That shift is necessary to avert the worst outcomes of climate change. It also stands to put hundreds of thousands, perhaps millions, of people like Feldermann out of work. The result could be not only economic pain for individual families, but also the devastation of communities that rely on fossil-fuel extraction and a powerful political backlash against green-energy policies.

A pathbreaking new study shows just how real the damage could be, absent policies to soften the economic blow. Virginia Parks, a professor at UC Irvine, and Ian Baran, a doctoral student, tracked the consequences of the Marathon shutdown in near-real time, getting more than 40 percent of the workers to return surveys and a smaller group to sit for interviews. They found that, more than a year after the shutdown, one in five Marathon workers was unemployed. Their earnings had declined sharply, with the median hourly wage of employed workers plunging from $50 to $38. Some workers were earning as little as $14 an hour. And those new gigs came with more dangerous working conditions.

To prevent other workers from experiencing the same, the Biden White House has promised to pursue a “just transition,” employing policies to ensure “new, good-paying jobs for American workers and health and economic benefits for communities.” But the green-energy transition is already underway. And it is not clear that it will be just.

From Farmworkers to Land Healers

On most days, Sandra de Leon prunes grapevines in Northern California’s wealthiest vineyards. But today she is dressed head to toe in a yellow fire-resistant suit, helmet, safety goggles, and gloves, carrying a machete and drip torch. She calls out over her crackling mobile radio, “Jefe de quema: aquí Bravo, informandoles que …” (“Burn chief: Bravo unit here, informing you that …”) and then rattles off data in Spanish on the number, size, duration, and temperature of a dozen or so burn piles she is monitoring on the sun-speckled forest floor. 

De Leon is one of 25 immigrant and Indigenous farmworkers gathered on a cold December morning in Sonoma County, California, for the first-in-the-country Spanish-language intentional-burn certification program. Like de Leon, each of these firefighters-(and firelighters!)-in-training has been haunted by fire. During a massive inferno in 2017, de Leon was one of many “essential workers” escorted by vineyard managers through mandatory evacuation zones to harvest grapes while breathing in toxic fumes from nearby blazes. 

“When we arrived at work, there were patrol cars because it was an evacuation zone, but they waved us through to harvest. The skies were red and heavy smoke was in the air. They didn’t give us any protective equipment. No masks,” de Leon says. “There was so much ash on the grapes that when you’d cut the grape, it would get on your face. Our faces were black.”

While she didn’t get sick, she says her co-workers struggled with asthma. De Leon recalls harvesting like this for eight hours and getting paid just $20 per hour. 

“They should have paid us more,” de Leon says. “We risked our lives for their profits.”

Today, however, de Leon and her fellow farmworkers are here to learn about “good fire”—a controlled burn land stewards use to reduce underbrush in overgrown forests to prevent the spread of more destructive wildfires. Thanks to North Bay Jobs With Justice, de Leon and her fellow farmworkers are (re-)learning skills many of their ancestors knew well. And they are putting that know-how to work healing a fire-ravaged landscape and people. 

Urban Ore Ore Workers Win Union Certification Election With IWW

Urban Ore workers join IWW to build more sustainable working conditions as business booms.

(Berkeley, CA, April 7, 2023) Workers at Urban Ore, a 3-acre salvage operation in Berkeley, have successfully won their organizing campaign with the Industrial Workers of the World's (IWW), San Francisco Bay Area Branch. The victory comes after more than a year of organizing and building solidarity within the workplace, community outreach and a delayed election, culminating in a successful union election on April 7, 2023.

"I'm incredibly proud of my coworkers and the hard work we ve done to reach this moment," said Receiving Department worker Benno Giammarinaro. "It's been a tiring year and a half of planning and supporting each other, but achieving union certification makes me excited to continue building a collective voice in our workplace." AJ Abrams, a worker in Urban Ore's General Store, is ready to carry the momentum of the election to the bargaining table. "The solidarity and resolve of our workforce as represented by these election results is definitely worth celebrating. But, we have a lot more work ahead in our efforts to bargain for a fair contract."

"I'm confident that we can make Urban Ore a more sustainable place for everyone. not just the owners. I am thrilled that we now have a seat at the bargaining table where the voices of the workers can finally be heard" said Receiving Department worker Sarah Mossier.

Workers began organizing amidst the COVlD-19 pandemic in a push to implement better safety and health protocols, win more stable wages and correct chronic understaffing. Since the onset of the pandemic, the company has experienced both unprecedented turnover and unprecedented profit.

Workers announced their union campaign on February 1, 2023 and have received overwhelming support from the community. Tati, one of the clothing specialists, attended a majority of the customer support days that took place after the vote was announced. "I loved talking with our patrons about what's going on at Urban Ore. Hearing their questions and doing my best to answer. One of the top questions was 'Isn't Urban re a co-op?'. No, not yet. But the union may help us finally make that transition after twenty years of talking about it!"

The victory at Urban Ore is another example of the power of worker solidarity and the strength of the labor movement in fighting back against corporate greed and exploitation. The IWW remains committed to supporting workers in their struggles for better working conditions, higher wages, and greater dignity on the job.

The workers of Urban Ore join a long tradition of labor organizing with the IWW, a union founded on the principles of industrial democracy and direct action. The IWW has a proud history of successful campaigns in industries ranging from agriculture to entertainment.

Workers at Berkeley’s Ecology Center aim to unionize

Administrative employees at the 53-year-old Ecology Center, which operates Berkeley’s three farmers markets and a store on San Pablo Avenue, are seeking to form a union.

Administrative and farmers market employees at Berkeley’s Ecology Center are hoping to unionize. 

Twelve workers at the Berkeley environmental nonprofit notified their managers via email on Friday that they want to join the Industrial Industrial Workers of the World Union (IWW), which the Ecology Center’s recycling drivers have been organized with since 1989. 

The Ecology Center currently employs 20 non-managerial workers who help operate Berkeley’s three farmers markets, staff the center’s store at 2530 San Pablo Ave. and do other administrative work like writing grants and teaching classes, according to union organizers. 

Organizers are seeking voluntary recognition from management, but have not yet received a response, said Lucy Asako Boltz, who coordinates the center’s farmers market access and equity program.

They are asking that inflation-based cost of living adjustments be guaranteed to help afford the cost of living in the Bay Area. They also hope a union will ensure worker protections and eliminate favoritism. 

“Having the ability to negotiate with management as a group will help us to gain respect and make our workplace more equitable,” worker Beth Williams said in a press release issued by organizers.

Martin Borque, the Ecology Center’s executive director, has not responded to emails and phone calls requesting comment. 

Why are Urban Ore Workers Trying to Unionize?

Workers say they want higher wages, scheduling reform, a just cause clause for terminations, and a say in how the company is run.

Workers at Berkeley’s popular salvaged goods store, Urban Ore, filed a petition to the National Labor Relations Board (NLRB) stating their intention to form a union through the Industrial Workers of the World on February 2.

That same day, an instagram account associated with the union drive posted a statement voicing support for the store and its mission of stopping waste while also pushing for higher wages and scheduling reform for workers.

“We are proud to work at Urban Ore, and we want to make it even better,” reads the statement. “Urban Ore allows its customers a more sustainable alternative for shopping, and we want it to provide more sustainable jobs.”

On February 5, workers held a rally to support their union drive outside of the store. Members of East Bay DSA and several unions, such as ILWU, Bay Area TANC, and the National Union of Health Care Workers, accompanied the workers.

The NLRB will soon hold a secret ballot election for the store’s 25 union eligible employees. If a majority votes to approve the union, it will be officially recognized.

Benno Giammarinaro, who works in Urban Ore’s merchandise receiving department, said he’s “definitely optimistic” employees will secure enough yes votes to unionize. As part of their union petition filing, a majority of the store’s employees have already submitted signed cards indicating a desire to form a union.

Mary Van Deventer told this reporter that her and fellow Urban Ore co-owner Dan Knapp would not do an interview. She did, however, email a written statement from the store saying it “respects the rights of its employees to unionize if that is what a majority desire.”

Workers want higher wages, which they say Urban Ore can afford to pay

Van Deventer’s statement also said the company offers “very competitive pay.” Urban Ore pays its non-managerial staff a base wage of $13.60 an hour, which is less than Berkeley’s minimum wage of $16.99. But these employees also get fluctuating additional wages as a portion of the store’s gross income goes to them. In January, this proportion was raised from 10% to 15%. This year the owners estimate the income share to provide a $9.25 boost to the base wage, meaning that, in total, they expect workers to make around $22.85 per hour.

Urban Ore worker Sarah Mossler said that she’s not against income sharing, but that the current model often leaves her worried about whether or not she can pay her bills.

Workers at Urban Ore, Berkeley’s last salvage store, announce union drive

Workers at Urban Ore announced Wednesday that they intend to unionize.

The workers at Berkeley’s last architectural salvage store are hoping to join the Industrial Workers of the World Union 670 and have filed a petition for a union election with the National Labor Relations Board. 

Organizers said they’re hoping to address understaffing, high turnover rates, and change the business’ wage structure through unionization. The store’s current wage structure, which fluctuates based on store profit and hours worked, exacerbates understaffing because it pads paychecks, said Urban Ore employee and organizing committee member Sarah Mossler. 

“It’s dangerous, quite frankly, the work that we do when we don’t have sufficient staffing,” Mossler said. “We’re lifting huge things. I’ve definitely been in situations before where I’m helping a customer lift a stove out of the truck, and we’ve been understaffed, and there’s no one who can help me.”

Business unexpectedly boomed at Urban Ore during the pandemic amid a spike in demand for secondhand clothes. Revenue has climbed 35% since 2019, according to the business’ organizing workers.

Union organizers are confident that they have support from the majority of workers, and intend to proceed with an official vote within the next four to six weeks, depending on whether the NLRB approves their petition. (As organizers felt the union would not be received well by the store’s owners, they opted not to seek voluntary recognition and instead file directly for recognition from the National Labor Relations Board.) 

Comments of Construction Trades Workforce Initiative on the California Energy Commission Equitable Building Decarbonization Program

Alameda, Contra Costa and Napa-Solano Building & Construction Trades Councils (BTC) and Construction Trades Workforce Initiative (CTWI) respectfully submits our comments in response to the California Energy Commission (CEC) Equitable Building Decarbonization Program Request for Information (RFI).

CTWI is the nonprofit partner of the East Bay Building Trades, working to ensure the long term sustainability of the construction industry by bridging the gap between union construction labor and key stakeholders. The three BTC’s together represent a coalition of over 30 affiliated unions representing workers in various construction trades throughout the East Bay. Together, CTWI and the three BTC’s act as the collective voice of construction trade labor.

We support equitable efforts toward decarbonization and climate sustainability, and we believe the California Energy Commission (CEC) initiative to develop and implement an Equitable Building Decarbonization Program is a great opportunity to advance these shared goals. We appreciate the opportunity to submit comments for consideration.

It is important that equity be considered for all stakeholders involved in the program. We believe that decarbonization work and climate sustainability can be achieved in a manner that allows for everyone to be better off and collectively prosper. There is a clear emphasis in the program on equity for low-to-moderate-income residents and ensuring that the program is accessible to these residents. There must also be a clear emphasis on equity for the low-to-moderate-income workers who will be performing the work and labor involved in the program. The jobs created and utilized by the program should be quality, high road jobs available to local and disadvantaged residents.

'Groundbreaking' Report Shows Promise of Greener Jobs for Former Fossil Fuel Workers

New analysis shows how California "can achieve a just and equitable transition away from fossil fuels for oil and gas workers."

A new analysis out Tuesday shows how a just transition towards a green economy in California—one in which workers in the state's fossil fuel industry would be able to find new employment and receive assistance if they're displaced from their jobs—will be "both affordable and achievable," contrary to claims from oil and gas giants and anti-climate lawmakers.

The study published by the Gender Equity Policy Institute (GEPI) notes that a majority of workers in the oil and gas sectors will have numerous new job opportunities as California pushes to become carbon neutral by 2045 with a vow to construct a 100% clean electricity grid and massively reduce oil consumption and production.

"The state will need to modernize its electrical grid and build storage capacity to meet increased demand for electricity," reads the report. "Carbon management techniques, plugging orphan wells, and the development of new energy sources such as geothermal will all come into play, providing economic opportunities to workers and businesses alike."

GEPI analyzed the most recent public labor data, showing that the oil and gas industries in California employed approximately 59,200 people as of 2021 across jobs in production, sales, transportation, legal, and executive departments, among others.

The group examined potential job opportunities for fossil fuel workers "in all growing occupations, not solely in clean energy or green jobs," and found that about two-thirds of employees are likely to find promising opportunities outside of fossil fuel-related work.

"Our findings show that a sizable majority (56%) of current oil and gas workers are highly likely to find jobs in California in another industry in their current occupation, given demand in the broader California economy for workers with their existing skills," the report says.

It’s Time We Listen to Transit Operators

On her day off last week, one bus driver* took time away from her daughters to tell me about her shift the night before. As regular riders boarded, she was sure to tell each of them that she was on vacation tomorrow and her shift had not yet been covered. In other words, don’t expect this bus to show up.

Transit operators are an integral part of making California affordable. Transportation is the second-highest expense after housing, and driving is both the most expensive transportation option and a top source of greenhouse gas emissions.

Giving Californians frequent, reliable, and accessible transportation alternatives is only possible with transit operators, but there’s a national shortage. A new report by the Transit Center outlines the crisis, finding that 117 transit agencies cut service due to worker shortages, with bus operator positions hardest hit.

LA Metro and the SFMTA are reducing service to manage staffing shortages. Reduced service and staff leaves riders stranded or delayed — which disproportionately affects BIPOC residents who make up a majority of transit ridership. Frequency also attracts riders. When VTA increased its service last fall, more frequent routes saw higher ridership increases.

I spoke with operators who work for Bay Area transit agencies who are working longer shifts, missing time with their families, and dealing with angry customers after missed buses. Here’s how they would solve the staffing crisis and make the job more attractive:

Transforming Transportation–from Below

People are acting at the local and state level to create jobs, reduce greenhouse gas pollution, and equalize transportation by expanding and electrifying public transit, electrifying cars and trucks, and making it safe to walk and bike. It’s a crucial part of building the Green New Deal from Below.

More than a quarter of greenhouse gases [GHGs) emitted in the US come from transportation – more than from electricity or any other source.[1] Pollution from vehicles causes a significant excess in disease and death in poor communities. Lack of transportation helps keep people in poor communities poor.

Proposals for a Green New Deal include many ways to reduce the climate, health, and inequality effects of a GHG-intensive transportation system. “Transit Oriented Development” (TOD), “smart growth,” and other forms of metropolitan planning reduce climate-and-health threatening emissions while providing more equal access to transportation. Switching from private vehicles to public transit reduces GHG emissions by more than half and substantially reduces the pollution that causes asthma and other devastating health effects in poor communities. Changing from fossil fuel to electric vehicles also greatly reduces emissions. Expanded public transit fights poverty and inequality by providing improved access to good jobs. And expansion of transit itself almost always creates a substantial number of good, often union jobs. Every $1 billion invested in public transit creates more than 50,000 jobs.[2]

Plans for a Green New Deal generally include substantial federal resources to help transform our transportation system.[3] The 2021 “bipartisan” Infrastructure Investment and Jobs Act provided $20 billion over the next five years for transit projects. But meanwhile, efforts at the community, local, and state level have already started creating jobs reducing transportation pollution – models of what we have called a Green New Deal from Below.[4]

These Green New Deal from Below programs are often characterized by multiple objectives – for example, protecting the global climate, improving local health, providing jobs, and countering inequality. And they often pursue concrete ways to realize multiple goals, such as “transit-oriented development” that builds housing near transit to simultaneously shift travel from cars to public transit and to expand access to jobs and urban amenities for people in low-income communities.
