Extractivism and Resistance in North Africa

Extractivism as a mode of accumulation and appropriation in North Africa was structured through colonialism in the 19th century to respond to the demands of the metropolitan centres. This accumulation and appropriation pattern is based on commodification of nature and privatisation of natural resources, which resulted in serious environmental depredation. Accumulation by dispossession has reaffirmed the role of Northern African countries as exporters of nature and suppliers of natural resources – such as oil and gas- and primary commodities heavily dependent on water and land, such as agricultural commodities. This role entrenches North Africa’s subordinate insertion into the global capitalist economy, maintaining relations of imperialist domination and neo-colonial hierarchies.

The neo-colonial character of North African extractivism reflects the international division of labour and the international division of nature. It is revealed in largescale oil and gas extraction in Algeria and Tunisia; phosphate mining in Tunisia and Morocco; precious ore mining - silver, gold, and manganese - in Morocco; and water-intensive agribusiness farming paired with tourism in Morocco and Tunisia. This plays an important role in the ecological crisis in North Africa, which finds its clear expression in acute environmental degradation, land exhaustion and loss of soil fertility, water poverty, overexploitation of natural resources, pollution and disease, as well as effects of global warming such as desertification, recurrent heat waves, droughts and rising sea levels.

Concurrent with this dynamic of dispossession of land and resources, new forms of dependency and domination are created. The (re)-primarisation of the economy (the deepened reliance on the export of primary commodities) is often accompanied by a loss of food sovereignty as a rentier system reinforces food dependency by relying on food imports, as in the case of Algeria; and/or as land, water and other resources are increasingly mobilised in the service of export-led cash crop agribusiness, as in Tunisia and Morocco. Extractivism finds itself mired in serious tensions, which generates protests and resistance. This paper documents some of these tensions and struggles by analysing activist grassroots work, including the participation in alternative regional conferences and ‘International Solidarity Caravans’ where representative of grassroots organisations, social movements and peasant communities met and travelled together to sites of socio-environmental injustices, providing a space to strategise together and offer effective solidarity to their respective struggles.

The rural working poor and the unemployed in Northern Africa are the most impacted by the multidimensional crisis. Comprising small-scale farmers, near-landless rural workers, fisherfolks and the unemployed, the movements emerging in the five case studies presented here are resisting the looting of their subsoil resources, the despoliation of their lands, pervasive environmental destruction and the loss of livelihoods. The paper asks the following questions: should we see these protests, uprisings and movements as mainly environmental, or are these fundamentally anti-systemic – anti-capitalist, antiimperialist, decolonial and counter-hegemonic protests? Are these circumstantial episodes of resistance, or do they rather represent the latest development in the historical trajectory of class struggle against the latest capitalist offensive in North Africa? The paper presents an assessment of the nature of these movements which grapple with tensions and contradictions that face them.

A Just(ice) Transition is a Post-Extractive Transition: Centering the Extractive Frontier in Climate Justice

While the global majority disproportionately suffer the impacts of the climate crisis and the extractivist model, theGlobal North’s legacy of colonialism, the excess of the world’s wealthiest, and the power of large corporations are responsible for these interrelated crises.

The climate change mitigation commitments thus far made by countries in the Global North are wholly insufficient; not only in terms of emissions reductions, but in their failure to address the root causes of the crisis – systemic and intersecting inequalities and injustices. This failure to take inequality and injustice seriously can be seen in even the most ambitious models of climate mitigation.

This report sets out to explore the social and ecological implications of those models.

The solar industry has been soaring over the past several years. The US is now home to some two million solar installations. Solar energy now provides about a fifth of California’s power and it makes sense that environmentalists champion the industry. Almost a third of the Earth’s greenhouse gas emissions come from the energy sector, so renewable energy sources like this are crucial.

But in a new book, our next guest shows that while “the net social and environmental benefits of solar are uncontested— more jobs, higher quality of life, and much less air pollution and greenhouse gas emissions— the industry supply chain still poses problems for specific communities, ecosystems and landscapes.”

The Red Deal: Indigenous Action to Save Our Earth

The proposed Green New Deal (GND) legislation is a step in the right direction to combat climate change and to hold corporate polluters responsible. A mass mobilization, one like we’ve never seen before in history, is required to save this planet. Indigenous movements have always been at the forefront of environmental justice struggles.

Democratic socialist congresswoman Alexandria Ocasio-Cortez, the main proponent of the GND, is herself a Water Protector who began her successful congressional run while she was at Standing Rock protesting the construction of the Dakota Access Pipeline. Thus, the GND and the climate justice movement in North America trace their origins to Indigenous frontline struggles.

With this background in mind, TRN is proposing a Red Deal. It’s not the “Red New Deal” because it’s the same “Old Deal”—the fulfillment of treaty rights, land restoration, sovereignty, self-determination, decolonization, and liberation. Ours is the oldest class struggle in the Americas; centuries-long resistance for a world in which many worlds fit. Indigenous peoples are best suited to lead this important movement. But it must come from the ground-up.

The Red Deal

The Red Deal is not a counter program of the GND. It’s a call for action beyond the scope of the US colonial state. It’s a program for Indigenous liberation, life, and land—an affirmation that colonialism and capitalism must be overturned for this planet to be habitable for human and other-than-human relatives to live dignified lives. 

The Red Deal is not a “deal” or “bargain” with the elite and powerful. It’s a deal with the humble people of the earth; a pact that we shall strive for peace and justice and that movements for justice must come from below and to the left. We do not speak truth to the powerful. Our shared truth makes us powerful. And this people’s truth includes those excluded from the realms of power and policy-making. 

In the spirit of being good relatives, the Red Deal is a platform that calls for demilitarization; police and prison abolition; abolishing ICE; tearing down all border walls; Indigenous liberation, decolonization, and land restoration; treaty rights; free healthcare; free education; free housing; full citizenship and equal protection to undocumented relatives; a complete moratorium on oil, gas, coal, and carbon extraction and emissions; a transition to an economy that benefits everyone and that ends the exploitation of the Global South and Indigenous nations for resources; safe and free public transportation; restoration of Indigenous agriculture; food sovereignty; restoration of watersheds and waterways; denuclearization; Black self-determination and autonomy; gender and sexual equality; Two-Spirit, trans*, and queer liberation; and the restoration of sacred sites.

Thus the Red Deal is “Red” because it prioritizes Indigenous liberation, on one hand, and a revolutionary left position, on the other. It is simultaneously particular and universal, because Indigenous liberation is for everybody.

Where will we get the resources to achieve these monumental tasks? We call for a divestment away from the police, prisons, and military (two of the largest drains on “public spending”) and fossil fuels and a reinvestment in common humanity for everyone (health, wellbeing, and dignity) and the restoration of Indigenous lands, waters, airs, and nations.

Defend Our Sperrins Not Toxic Gold Mining

The Industrial Workers of the World (IWW) have issued a call for support and solidarity with communities in the heart of the Sperrin Mountains who continue object to the poisoning of our environment by Canadian based multinationals, Dalradian Gold Ltd.

A spokesperson for the IWW General Members Branch in Ireland said in a statement: “At a time when communities in lockdown are dealing with the Covid 19 crisis, some will intend to use such a period of uncertainty to deflect attention away from events happening elsewhere to shamelessly promote themselves and their own agenda.

"To date we have witnessed the behaviour of multinationals such as Dalradian Gold Limited attempting to use such a climate to befriend local community organisations with financial incentives and windfalls as advertised in the press. This is yet another under hand attempt by a tarnished company to embellish themselves as a type of 'saviours of the community' at a time of increasing hardship.

"Again for anyone approached by or offered to be garnished by financial rewards from multinational companies with an atrocious environmental legacy, we would urge them to firstly question their own conscious and of course their own ethical policies of the organisations to which they belong. Recent moves should be viewed as nothing shy of a community grooming exercise.

"Let's be clear, this is an attempt to sow seeds of division within and around the north west which will ultimately fail, like their ongoing plans to mine and destroy our environment in the pursuit of profit will fail.

"As an international union we would urge community and environmental groups both locally and internationally, as well as the wider trade union movement to acknowledge the many groups challenging the destructive consequences of gold mining within a location such as the Sperrins. An area of outstanding natural beauty.

"Any attempt to view Dalradian Gold Limited as a some type of 'financial saviour' much be challenged. A multinational gold company who plan to create a toxic gold mining plant, an act that will impact upon all our lives throughout the entire North West for future generations to come.

“It is vital at this time we remain vigilant and vocal about what is actually happening. We believe that it is up to all of us to protect and defend our environment and our rights as workers. The right to live in an environment free from toxic pollution and environmental destruction. Free from the greed of scrupulous multinational corporations who try to divide communities.

"Our message today as all ways remains, an injury to one is an injury to all!"

Decent work in the management of electrical and electronic waste (e-waste)

At its 329th Session (March 2017), the Governing Body of the International Labour Office decided that a Global Dialogue Forum on decent work in the management of electrical and electronic waste (e-waste) would be held in Geneva. During its 334th Session (October– November 2018), it decided that the date of the meeting would be 9–11 April 2019 and that all interested governments should be invited. Eight Employer and eight Worker participants would be appointed on the basis of nominations made by their respective groups in the Governing Body, and selected intergovernmental organizations and non-governmental organizations would be invited as observers.

The purpose of the Global Dialogue Forum is to discuss current and emerging issues and opportunities related to the promotion of decent work in the management of e-waste, with the aim of adopting points of consensus, including recommendations for future action by the International Labour Organization (ILO) and its Members. Taking place in the centennial year of the ILO, the Forum is also an opportunity to discuss more broadly the future of work in the circular economy.

Does the transition to the Circular Economy on a global scale enhance mechanisms of intragenerational inequality?

The study argues that the Circular Economy (CE) model often privileges the Global North economies’ standpoint, revealing a significant inadequacy. Therefore, the present research investigates the extent of the disparities in closed-loop strategies between developed and developing countries. The objective of the analysis is to understand whether these contingencies are relevant and whether they are the display of global economy dynamics that reinforce mechanisms of inequality, conflicting with the Sustainable Development rationale.

It is found that the analysis corroborates the existence of imbalanced drivers, opportunities, barriers and drawbacks between the Global North and the Global South, although potential benefits for the South are entailed. However, it also emerges the existence of critical transnational dynamics which may prevent the achievement of CE objectives globally. The existence of these overlooked and unaddressed global forces is identified as the actual problem of the CE model. Indeed, the narrow focus of the CE on production processes and local, national and regional dynamics diverts the attention from the Global Value Chains. Thus, it is recommended to analyse the global CE structure by applying the Global Value Chain framework, in order to investigate if it is possible to overcome the exposed CE’s limits.

Fuel to the Fire: How Geoengineering Threatens to Enrich Fossil Fuels and Accelerate the Climate Crisis

The present report investigates the early, ongoing, and often surprising role of the fossil fuel industry in developing, patenting, and promoting key geoengineering technologies. It examines how the most heavily promoted strategies for carbon dioxide removal and solar radiation modification depend on the continued production and combustion of carbon-intensive fuels for their viability.

It analyzes how the hypothetical promise of future geoengineering is already being used by major fossil fuel producers to justify the continued production and use of oil, gas, and coal for decades to come. It exposes the stark contrast between the emerging narrative that geoengineering is a morally necessary adjunct to dramatic climate action, and the commercial arguments of key proponents that geoengineering is simply a way of avoiding or reducing the need for true systemic change, even as converging science and technologies demonstrate that shift is both urgently needed and increasingly feasible. Finally, it highlights the growing incoherence of advocating for reliance on speculative and risky geoengineering technologies in the face of mounting evidence that addressing the climate crisis is less about technology than about political will.

Beyond the Nation State: A Critical Look at Venezuela’s Current Crisis

Venezuela has made headlines in the last few weeks, as Venezuelan opposition leader and National Assembly head Juan Guaidó has declared himself interim President, throwing the country into turmoil. Current President, Nicolás Maduro has called the effort a coup. Meanwhile, thousands of people have taken to the streets on both sides, with a death toll of 26 and rising. The Trump administration, many Western European countries, and the right-leaning bloc of Latin American governments have recognized Guaidó as the legitimate president of Venezuela.  Meanwhile Russia, China and others are backing Maduro. A third bloc, most notably Mexico and Uruguay, are calling for a peaceful transition through new elections.

I recently sat down with my co-worker Mateo Nube, collective member of the Movement Generation Justice & Ecology Project, for more political and economic context to the current crisis. In the interview, Nube unpacks the history and promise of the Bolivarian Revolution in Venezuela and beyond; the roots and early warning signs of the authoritarianism we’re now seeing play out in Venezuela; the lost opportunity for Venezuela to leverage its oil money wealth toward a just transition away from extractivism and toward a regenerative economy; and the dangers of U.S. interventionism in the conflict.

Brooke Anderson: Your family came up under dictatorships in both Venezuela and Bolivia, so this is personal for you. Give us some context to how you come to the question of Venezuela.

Mateo Nube: My family has roots in Venezuela. We originally  fled the Holocaust in the 30’s and 40’s and settled in Caracas [Venezuela] from Berlin. My mom grew up under Marcos Pérez Jiménez, the military dictatorship that really marked and traumatized Venezuelans. In turn, I was born in Bolivia in 1971 and spent the first 10 years of my life under military dictatorship there. So I’m politically steeped in resisting military authoritarianism and building social movements to not only overthrow the military but to redistribute wealth and power. So the Venezuelan context really marked my family and informed my political orientation.

Brooke Anderson: What’s actually happening on the ground in Venezuela right now?

Mateo Nube: The situation in Venezuela right now is dire and painful to witness. It is a mixture of a political, economic, and humanitarian crisis. The man who is controlling the state of Venezuela is Nicolás Maduro. He is the successor of Hugo Chávez, who led the Bolivarian Revolution for the last two decades, prior to his death in 2013. Maduro is currently facing a challenge from Juan Guaidó, the current head of the National Assembly. Guaidó is arguing that Maduro is not a legitimate President and that the constitution dictates that he, Guaidó, is the next in line. This contestation coming from the opposition is largely the right wing.

Neither of these leaders has tremendous legitimacy. There are two men (representing two political factions) who are calling themselves President of Venezuela. They are both claiming power in a way that disrespects the constitutional process of Venezuela. We can definitely call Guaidó’s move an attempted coup and unconstitutional. If we do, we also have to recognize that Maduro won the 2018 elections after banning the main opposition leader, Henrique Capriles, and multiple opposition parties from running and dissolved the opposition-controlled National Assembly in March 2017 through a stacked Supreme Court. If a right-wing political party had made these moves, we would have loudly denounced them.

Counter-power and self-defense in Latin America

In much of Latin America, the state does not protect its citizens. This is particularly true for the popular sectors, indigenous peoples, people of color and mestizos, who are exposed to the onslaught of drugs trafficking, criminal gangs, the private security guards of multinational corporations and, paradoxically, from state security forces such as the police and the army.

There have been several massacres in Mexico, for instance, such as the killing of 43 students in Ayotzinapa in September 2014 — and they are no exception. There continues to be impunity for the 30,000 who have disappeared and 200,000 who have died since Mexico declared its “war on drugs” in 2007. Slight differences aside, the current situation in Mexico is replicated across the region. In Brazil, 60,000 people meet a violent death every year, 70 percent of them of African descent, mostly youths from poor areas.

Against this backdrop of violence that threatens the lives of the poorest, some of the most affected have created self-defence measures and counter-powers. Initially, these are defensive, but ultimately develop power structures in parallel to the state. Since they are anchored in community practices, these self-defense groups are key to forming a form of power that differs from the hegemonic powers centered around state institutions. This essay examines them in more detail in order to understand this new trend in Latin American social movements.
